1:  ECITB CHAIR, ECITB
The Secretary of State for Business, Innovation and Skills invites applications for the post of Chair of the Engineering Construction Industry Training Board

The UK Engineering Construction Industry is strategically important and employs over 80,000 people. It is essential to the design, construction and maintenance of the industrial infrastructure of major economic sectors. These include the oil & gas, power generation, nuclear and renewables industries, accounting for up to 20% of UK GDP.

Securing engineering construction skills, now and for the future, is crucial for the success of the industry and to maintain the UK’s international lead in high value engineering construction project expertise and delivery.

The ECITB fulfils these responsibilities under statutory duties prescribed in the Industrial Training Act 1982. These include approving and providing training and certification services, as well as financially supporting employers engaged in training. The ECITB is governed by a Board made up of representatives of all parts of the industry, including employers, trade unions and clients.

The Role

•To provide strategic leadership to the Board, its regional forums and executive team

•To ensure efficiency of delivery and achievement of objectives

•To ensure effective governance and accountability to stakeholders and Government

•To continue to build on the 20 years of successful delivery by the ECITB

The Person

•Will have experience of chairing or leading a board at a senior level and of commercial and industry experience, preferably gained in environments relevant to engineering construction

•Should be an able communicator and adept negotiator, able to build consensus

•Will be able to commit up to 2 days per week on average

Terms and Conditions

The post is for up to 2 days a week at a remuneration of £23,460 pa and the appointment will be from 1 October 2011 for a period of 3 to 5 years.

The majority of the Board and supporting committee meetings will be in the London area, but many are also held regionally.

2:  Continuing Services Account Manager, UOP Limited
The Continuing Service - Account Manager (CS-AM) position is a challenging role, which involves providing technical support to UOP’s Service Agreement customers, primarily in the area of ongoing operations of UOP’s licensed units. Ensuring customer satisfaction with UOP processes and products, understanding the customers’ needs, fostering and maintaining strong customer relationships, and looking for opportunities for further UOP business are the main aspects of the role.

The successful candidate needs to be a strong problem solver, able to manage his/her own time and efforts, be a keen learner, be comfortable working both independently and with cross-departmental teams, and have good communication skills. He/she should have wide knowledge of refining technologies, ideally with direct experience of UOP technologies. He/she must be able to handle in depth technical discussions and will be expected to play a leading role in problem resolution from both a technical and commercial viewpoint.

Position Accountabilities:
Manage the customer relationship for an identified customer base: a) build strong relationships with customers’ personnel across several levels of organisation, b) become knowledgeable about the customers’ refinery configuration, their operating goals and strategies, and how UOP products and services fit or could fit into these, c) oversee customer interactions with UOP.
Visit customers’ sites regularly for in-depth discussions and consultation on current operations, potential improvements in operations, other discussions on technology transfer issues. Proactively engage customers to obtain and/or review operating data to enable value added technical support.
Manage the troubleshooting efforts for your assigned customers with the help of UOP’s Technical Service Departments as necessary to ensure that timely, accurate and effective support is provided to maintain overall customer satisfaction.
Support unit start-ups and catalyst reloads: discuss timelines, work scope and UOP involvement with customer to agree plans for UOP site-support.
Work closely with UOP Sales counterparts to share customer intelligence and develop specific strategies to target, win and retain future business and prospect for business opportunities

Qualifications
University education in engineering discipline – preferably chemical engineering.
Strong refinery or petrochemicals industry experience with a Technical Service and/or Operations background. Good all-round knowledge of refining technologies, their equipment and operations combined with significant prior experience in UOP’s core process technologies.
Although the position requires significant travel and associated personal flexibility the timing for site visits is mostly set by the CS-AM.
Strong interpersonal skills as well as good verbal, written, and presentation skills.Good communication skills are required to manage the extensive internal and external customer contact that the position demands.
Good computer software skills (Word, Excel, PowerPoint).

Job/Departmental Summary:
There is an immediate opening for a Regional Sales Account Manager in the Guildford PT&E Sales Department. The objective of the holder of this position is to provide the necessary customer coverage, relationship management and commercial and technical positioning of UOP process technology and equipment to ensure optimum market share in the region of the Gulf Co-operation Council. The successful approach requires flexibility, innovation and sensitivity to client needs and to delivery of value. Position Accountabilities

Develop and enhance UOP’s relationship with key customer personnel, as well as with UOP’s local representatives.
Maintain a clear understanding of customers, in particular with respect to their business drivers, buying behaviours, and decision making structures.
Manage and coach sales account managers in their sales and customer planning activities and to fulfill their reporting , forecasting and sales order management responsibilties
Ensure that all commercial offers made in the region comply with guidelines or are otherwise referred for higher level sales management approval.
Review monthly forecast submissions of sales personnel and participate in all management forecast reviews as required. Forecasting revenues for region on a monthly basis
Preparing and implementing customer plans in conjunction with PT&E Continuing Services and CAM.
Developing customer retention strategies, and leading the sales effort for enhanced service agreements and related services.

Working within the Generated Gases Group, this position is accountable for the successful execution of a portfolio of assigned projects and for the support of PDE activities, through senior level leadership, guidance and direction on the strategy and execution, and supervision of the responsible Project Manager or Engineer under the general guidance of the Senior Project Manager.

Generated Gases in Hersham develop, design, execute, build and sell Cryogenic and Non Cryogenic Air Separation Plants and Liquefiers ranging from 100MT/d to 1500MT/d, with gaseous products including Nitrogen, Oxygen, Argon and Hydrogen.

This role involves interaction with, management of interfaces between, and building of successful relationships with Business and Operations groups, JV’s, Electronics, Cryo Systems and Air Products execution teams in the US and in Asia.

PRINCIPAL ACCOUNTABILITIES :

1. To provide leadership and direction to the Project teams on a portfolio of projects in order to achieve or better Key Performance Indicators on Safety, Cost, Schedule and Quality in order to support business goals.
2. To develop winning strategies in conjunction with the business areas, by understanding of the competitive environment and successful working with customers, suppliers and contractors in particular on new products and new geographies.
3. Development of proposal schedules, risk management plans and construction strategies / costs for opportunities being bid.

• A Chartered Engineer with Degree in any relevant engineering discipline, which would include Process Engineering, Chemical Engineering, Mechanical Engineering, Civil Engineering, Electrical Engineering or Control Engineering.
• Considerable experience with demonstrable success, in a Project Management Role.
• Additional engineering experience in the Chemical Process or related industry.
• Computer literate with experience in all Microsoft Office packages.

Job Description and Qualifications:

The purpose of this position is to manage and lead the design, build and commissioning of Air Separation Process Plant to worldwide customers, with projects ranging in value from $15Million to $200Million)

The successful candidates will be able to demonstrate experience and success in the following areas :

• Education – A good engineering degree or equivalent is required

The successful candidate will work as part of the Process Technology team responsible for all aspects of the process design of the Cryogenic Systems PST Air Separation and Cryo Hydrocarbon projects. 15:  Process Systems Engineer, Air Products
The Process Systems Engineer is a key member of a project execution team and is responsible for driving the work process with a multi-disciplined project team to produce a project specific Process and Instrument Diagrams (P&ID’s (flowsheets)). The P&ID dictates detailed design activities on a project and must be developed in a timely manner to ensure that project budget and schedule targets can be met by downstream design groups.

Working in the Cryogenic Systems Product Supply Team, the successful candidate will act as a Process Systems engineer on projects covering large Cryogenic Air Separation plants and Hydrogen, Carbon Monoxide or Syngas plants using cryogenic technologies.

The role may involve working as part of a global Process Systems Engineering (PSE) team, on projects where the detailed design scope of work is split between different engineering offices within Air Products or with an external EPC organisation.

Duties may also include:
-Supporting development of proposal P&ID’s, including estimating hours required for project activities and developing execution strategies and plans for project work.
-Development and maintenance/ownership of ‘Global Standard P&ID’s’ to support Product reuse
-Development and maintenance/ownership of Engineering Standards, Worldwide Technical Training modules and/or Engineering Procedures and Work Instructions relevant to P&ID development.
-Preparation of Plant Operating Procedures
-Supporting the commissioning team as a member of the plant commissioning team at site, following the P&ID development phase

For more junior grades, the role would suit someone who is interested in developing their plant operation and control knowledge while being actively involved in a project’s execution phase.

For more senior positions, candidates would be expected to provide increasing levels of technical leadership and provide technical supervision for junior systems engineers developing project P&ID’s .

17:  R&D Electronics Engineer, Air Products
Job Description and Qualifications JOB PURPOSE
To undertake research and development (R&D) work on electronic aspects of Packaged Gases (PG) Exploratory R&D projects & support other R&D work on projects as required within the laboratory (or outside European Technology Group (ETG) as required).
The laboratory responsibility includes purchasing of components, test equipment, liaison with external suppliers and contractors.

DIMENSIONS
Operating with a laboratory where up to 10 different people may undertake experimental work.

PRINCIPAL ACCOUNTABILITIES
1. Ordering of electronic and other parts whilst maintaining a check on costs incurred for budgetary purposes. Maintain and calibrate electronic instrumentation with outside services to assist as appropriate. Approx time 5%
2. Ensure that electronics work for PG is carried out to the necessary standards including electrical safety & EMC, and contribute to safety practice & hazard reviews where needed. Responsibility for all relevant documentation on electronics hardware and software and/or computer based records including Patentsafe entries. Approx time 20%
3. Undertaking project work to develop new technology as required or prioritised by lead scientist in the areas of electronics, spec gas, and packaged gases. This will entail planning and running experimental work to the same standards of required safety & operating practice as may be needed to support R&D programs and projects as they arise, including participation in hazard reviews. Project work will in some cases be headed by the jobholder, but the jobholder will more typically be the team member doing most of the electronics for a larger project.
Practical work could involve design and building electronic systems for different aspects of gases technology, and will require a combination of good practical skills combined with analysis of the results accruing from the R&D tests. Transfer of technology / know-how to other staff including engineering and production staff. Approx time 75%

ORGANISATION STRUCTURE
The position reports to the Head of Exploratory Group COE, who reports to the Director of Technology. There are functional links to the laboratory supervisor (currently Chris Mercer), safety supervisory (currently Ian Palmer) within ETG to ensure conformance with overall approach. The job holder must work well in a multi-disciplinary team.

EQUIPMENT
This job holder will operate all electronics in the laboratory, and could also operate, after training, all laboratory process and analytical equipment.

SUPERVISION
The position has no direct line responsibility for others, but has functional responsibility for all electronics.
ASSIGNMENT AND REVIEW OF WORK
The overall objectives are set by the Head of Exploratory Group, but would be also defined by the job holder with his customer groups (project leaders) within PG COE.
The incumbent takes responsibility for setting up and implementing the agreed programs, with weekly/monthly reviews and reporting.

DECISION-MAKING AUTHORITY
Within the overall agreed objectives, the job holder would be responsible for R&D decisions related to electronics and to his own projects. He would be responsible for obtaining and pushing through any support services from within AP or externally.




CONTACT WITH OTHERS
There is a need to work with all levels within the PG COE and ETG.

KNOWLEDGE AND EXPERIENCE REQUIRED
A background in electronics technology such as an electronics engineering degree or HND is essential. This must include analog electronics (including simulators like TINA), microprocessor hardware and software (such as PIC & ‘C’) and must include application of established RF communication protocols and hardware (such as Bluetooth & NFC) to microprocessor systems. The applicant must have practical skills in constructing, operating and testing prototype ‘breadboard’ electronics prior to going to outside printed circuit board and other suppliers. Although systems will be designed an purchased at a later stage in development the jobholder will typically need to carry out modification of these for satisfactory function. Particular skills in instrumentation and straightforward electric systems eg. low voltage wiring for instruments.
